Compile ESM1.6 with Intel oneAPI compiler

Since the ESM software package is meant to be supported for a while, it would be ideal to compile the package with the oneAPI compilers. Removing the dependence classic compilers is essential because i) past end-of-life ii) no longer being distributed with the Intel oneAPI package and iii) classic compilers will (almost certainly) not be installed on any new HPC system or upgraded NCI/Pawsey systems.
