Decide on repo organisation

This is currently a fork of the upstream https://github.com/NOAA-GFDL/FMS with two special branches: mom5 and development

These are required for the access-fms spack package.

Further decisions have to be made:

1. What will be the default branch?
2. What branch will track the upstream FMS repo?
3. How will the default branch be kept up to date with upstream?
