Describe the enhancement

The notifications page currently shows a blank screen when there are no notifications, providing a poor user experience. This needs to be enhanced with a proper empty state UI to better inform users.

Current behavior:

When notifications list is empty, the page shows a blank white screen
No indication to users about the empty state
Lacks user feedback about notification status

Expected behavior:

Professional empty state UI with an icon
Informative message explaining no notifications
Clear visual hierarchy to maintain app's design language
