The modeling shall depend on what we actually need to tag in the regulation documents.
is it useful to tag the expression of a category of some sort ?
Would a Requirement / Application / Selection / Exception tagged subdivision simply additionally be typed "category", and that's it ?
do we need to tag a larger subdivision of the text, and then link to the category and the things that have/shall have / shall not have ... this category ?
