"Disable Environment Enhancements" may not always respect map recommendations #151

Describe the bug
If you have "Disable Environment Enhancements" toggle turned on (set to true), and a map recommends you to disable this setting for you, the map may not respect this recommendation.

"Through The Screen" from EXSII is a great example of this issue.

Other maps I found seem to respect the recommendation fine, so this might be an edge case.

To Reproduce

  1. Turn "Disable Environmental Enhancements" on in Chroma.
  2. Play "Through The Screen" from EXSII
  3. Accept settings recommendations, which includes it setting Enhancements back to false.
  4. Observe behavior in Environment.

Expected behavior
Said environment should not be visible.

This map behaves properly when the player disables the toggle for "Disable Environment Enhancements" before playing "Through The Screen"

I investigated this further and learned it only occurs when you have the Counters+ mod installed.
