Using OPA framework as opposed to a deterministic approach

Hey all, I was wondering why a declarative, more flexible and standards based approach hasn’t been considered, something similar to OPA. A very good implementation example for O365 has been shared by CISA via the Scuba (SCUBAGEAR). Thank you.
