Sequence to recreate:
Enable>Start>Stop>Drop Enable signal>Enable>Start
The movers not at station 0 run around the track and queue up behind station 0. The mover at station 0 is sent to station 0 but station 0 never gets a "mover in position" flag so we never get out of MS_RECOVERING

I've seen this and thank you for documenting the exact steps that it takes to reproduce it. This sounds like the one of the recently documented recovery scenarios in https://github.com/Beckhoff-USA-Community/XTS_Base/blob/feature/mediator/Documentation/docs/GettingStarted/Recovery.md#backing-up-during-recovery-or-re-commanding-a-position

I'll confirm this and test a solution on hardware early next week.
