EPSG service is down #2

The service http://prj2epsg.org seems to be discontinued. An alternative could be https://epsg.io/, which is used by cartopy.

Seems to be up again, but maybe unreliable. Perhaps we should build in a failover to use the other source mentioned with the default is down?
