Both 220 W RITTENHOUSE ST and 220 W RITTENHOUSE SQ are valid and should treat as a tie instead of returning 220 W RITTENHOUSE ST

centerline.csv and centerline_streets.csv are sorted by name, suffix, pre, post. Since there is an E RITTENHOUSE ST, the lookup as implemented doesn't see the duplicate.
