[Request]: Different PaimonDead background for Custom Background issue

Describe your proposed solution

At the current state, if user has a custom background set and then the custom background altered to the point that it wont load (not found, corrupted, etc), the background shown is the same PaimonDead.jpg, making it hard to easily diagnose if its an Resource API issue or other background related issue.

Proposal:
Make a different IMG getting loaded between different background sources (Regional Custom BG > Global Custom BG > Resource API BG)
