Spiceinit GUI defaults to an outdated URL

Description
a user pointed out to me that the spiceinit GUI points to https://services.isis.astrogeology.usgs.gov/cgi-bin/spiceinit.cgi, which returns an error ("ERROR The server sent an unrecognized response”). I believe the URL should point to https://astrogeology.usgs.gov/apis/ale/v0.9.1/spiceserver/ (or at least the user confirmed that this resolved the error).

How to reproduce
open the spiceinit GUI. Check the "Use the ISIS SPICE Web Service" box. Look at the default URL.

Possible Solution
Simply change the default URL

Additional context
There are plenty of workarounds for this issue (e.g., the user can change the URL themselves), but it would be nice if this was up to date.
