this can wait until we know whether HI, AK, PR have precip data (#8)

Not implementing at the moment because we are still concerned with giving drought conditions the proper emphasis, and as @aappling-usgs said

i'm worried about investing a lot in precip given that we're currently underwhelmed by coverage of droughts - i suspect that precip will only emphasize the storms more

Internal stakeholders were interested in what this would look like with cloud cover. I tested this out here. While it isn't the same as showing rainfall, the visual effect of adding another data layer to the existing map is transferable to this issue. Personally, I find it extremely overwhelming to watch & there aren't even callout text blocks popping up or the date wheel spinning.
