I did not have an opportunity to record this yet, sorry, but I got some more observations:
The flickering is not constant or predictable. It happens occasionally, stays for some time (minutes rather than seconds), and stops on its own eventually; sometimes I can watch for 15 minutes or more without any flickering
The screen flickers by turning black for a split second before going back to normal
The flickering only happens in fullscreen mode
The flickering seems to only happen when the controls (play/pause button, progress bar, etc) are not visible. The moment they become visible, i.e. by moving the mouse cursor, the flickering stops immediately. Constant moving the cursor, thus never having the controls become hidden, completely prevents the flickering (but is annoying)
Other actions in MS windows, such as changing task-bar settings, also seem to stop the flickering momentarily, but it reappears after some time
Downgrading back to v0.22.1 fixes the issues; no flickering has been observed in that version
