[Feature Request] Disable Data-Responsive Globally

I'd like to have the option of disabling data-responsive for iframes globally, and making it opt-in for users that choose to use it.

Unfortunately, this feature has caused a lot of issues for users, and it's a reoccurring question in the forums:

If this isn't possible, it may be helpful to add a tip/hyperlink to the docs page in the Insert media iframe dialog ("Having trouble displaying your iframe embed? Use data-responsive="false" inside your iframe (docs)") OR having a toggle switch inside the Insert media dialog to add it easily.

@candidexmedia - option to disable this feature sounds good, but rather as opt-out to avoid backward incompatibility. I will try to handle it in v.0.46.4
