Automatically generate the output folder when commit reaches dev

Description
It's a hassle to generate the protobuf folder everytime the api changes. It would be cool if we could use some Continuous Delivery framework, like for example GitHub Actions, to automatically generate the folder anytime a new (merge) commit is pushed to the master.
