In the standard, the 3 values for fields [14.008] Scale Unit are listed in

Table A.59.: Table of Scale Units Codes

Code	Description
0	No scale is provided
1	Pixels per inch (ppi)
2	Pixels per centimeter (ppcm)

But it is mentioned for this field that:
Notes
Only code 1 (ppi) is allowed in INTERPOL’s implementation.
