Description of the Issue

I just randomly noticed the German AI is still producing inter-war tanks until 1941, despite having a well-designed 40 mid-tank template.

I take a look into the AI code, it's probably due to the newly introduced German AI code in 1.4.4, which is supposed to teach them to maintain production efficiency. It seems they're now valuing production efficiency too much.
