Description

Rather than swinging the balance of power by 10% in favor of the Cossack Clique, Leonid Skipetrov's appointment should swing it by the same margin in favor of the Circle of St. George.

Reasoning

Skipetrov's description states that, although working with Semyenov in the past, he would go on to found the Circle of St. George alongside Diterikhs.
