Description of the Issue

CoF will not prioritize focus to demand Haute-Savoie even if Switzerland is set to cede Haute-Savoie by game rule.

Steps to Reproduce

Most games where Switzerland does not go socialist or natpop, they will never cede Haute-Savoie. CoF never takes the relevant focus.

Possible Cause

Possibly an issue with changes to how CoF prioritizes its focuses in 1.4.4
