There is no mention of load balancing in the documentation regarding zone redundancy for API Management.
In my understanding, when zone redundancy is enabled in API Management, load balancing is based on VMSS. It would be a strong appealing point of zone-redundant setup if the documentation clearly states whether load balancing is possible and if it happens automatically.
