Moved from issue : microsoft/devhome#3928

Documentation Link:
https://learn.microsoft.com/en-us/azure/dev-box/how-to-use-dev-home-customize-dev-box#:~:text=or%20Update.-,Sign%20in%20to%20Dev%20Home,-Dev%20Home%20allows

Actual Behavior:
Now the order of the article content is:

  1. Install or update Dev Home
  2. Sign in to Dev Home
  3. Add extensions

If users try to sign in to Dev Home after downloading the application without any other operations, they cannot find the button to add their Microsoft (Azure) accounts in "Settings" - "Accounts" - "Add account" page. Only after adding (enabling) the Dev Home Azure extension can they find the add Azure account button.

Expected Behavior:
The correct order of the article content should be:

  1. Install or update Dev Home
  2. Add extensions
  3. Sign in to Dev Home

I also filed feedback from the doc, so please go ahead and duplicate this out if that is being tracked separately.
