Mono uses this; AIX places it somewhere, just not under where Mono expects, but fixable via symlink. i needs the IANA zoneinfo data.

(Alternatively in the future, work with ILE-side *TIMZON objects, but that requires how we'd decide to do ILECALL and on top of that, upstreaming into BCL.)
