Have a maintenance release to fix the sql issue on the log harvest

The log harvest from ADC to CN is way behind the current time. We identified the issue and fixed it on 3.1.0. In order to reduce the pressure on the 3.1.0 timing, we may have the maintenance release to resolve this issue. This task has less priority than the ones for 3.1.0.
