Border attribute is not working

Hi,

I am trying to create a payment slip so I am trying to use border attribute to create this:

this picture is from playground, but when I use the same code in meteor, it does not work, i tried to place the default examples one, but they are not working either.

P.S.

this is what I get, am I doing something wrong? Here is code for the following table.
