[Bug][GUI] Wallet is not showing correct available balance after receiving budget payout

As visible on screenshot, wallet received 2 budget payouts that got 1000+ confirmations on blockchain, but still didn't get added to the available balance.

Correct amount shows up after restarting the wallet.

I can also confirm this is occurring in v5.4.0. A restart fixes the situation.

This is probably an issue more related to the new wallets than budget payouts.

Basically, create a fresh wallet.dat file, send a transaction to it, and issue will be replicated most likely.

EDIT: extra observation

1. When receiving PIVs to shielded address, Available, Pending and Immature will all show 0.00 PIV.
2. When converting PIVs from shielded address to transparent, the transaction amount will be showed and "stuck" in Pending.
