How to ignore Folders and Scroll through tabs of active Folder with the mouse wheel?

Because now it just scrolls through folders, which is useless if you create e.g. two folders with 10 tabs in each, it doesn't scroll through tabs, only cycles both folders.

Should scroll through tabs of active/open folder and ignore scrolling through folders.

Or is this not possible because of game design?
