Give the Email Server Credentials block Notify capability for self-hosted server instances

Describe the current behavior

The block doesn't appear to be usable as an automation action, which is suboptimal, because a user at PACC tried to use it for that purpose.

Describe the proposed behavior

Then it could be used as an automation action.

I'd also be very interested in this functionality. I was surprised to learn it is not yet supported.

If it helps, I could look at creating a simple a simple SMTP based notification class.
Not sure I will be able to create a polished MR though.
