From comment here, there should be a reivew of where and how the writing of the metadata.xml is triggered from. The change link was added so the update function and flow will write the metadata.xml, this might not be only place that needs to write this and could be moved.

Value

Ensure that metadata.xml is updated/created consistently and as expected in all generate and update flows.
