0xC004E028：SL_E_ACTIVATION_IN_PROGRESS
The Software Licensing Service reported that there is another activation attempt in progress for this sku. Please wait for that attempt to complete before trying again.
指的是已经在激活了，需要等一会。一般是网络问题导致激活状态挂起。

有遇到这个问题， 后来排查发现是用Wu10Man禁用了Windows Update服务导致的
