如下命令，上传层，结果上传到了云函数下。云开发无法使用。

# tcb fn layer create test-sdk --file ./test-sdk -e xxxx
CloudBase CLI 2.2.8
CloudBase Framework 1.9.6
✔ 文件层创建成功！
