Our typical maps package workflow can get pretty complicated with adding territories and treating islands as separate polygons (plus the CO issue). Rather than using all of these as workarounds, should we explore a different package? Some potential options: usmap and rnaturalearth.

We should use the shapefiles from the census https://www.census.gov/geographies/mapping-files/time-series/geo/carto-boundary-file.html It makes sense that we use the official U.S. boundaries and are including all territories.

This is already implemented with gage-conditions (https://github.com/USGS-VIZLAB/gage-conditions-gif/blob/master/1_fetch/src/fetch_states.R).
