manual set fan speed during print will last only one layer

Changing the fan speed during print only last until the next layer is starts.
In Cura the "fan full on height" is set to 3 mm. during print we wanted to increase the fan speed bevore reaching 3mm height. The manually set speed is only used when you do not left this menu.

For me the manual set one should overwrite G-Code ones.
