Keeping our commitment to the users

Hello,
In order to keep our promise to you, the user, we have made some new security policies. All developers who want to contribute to Valour will be required to sign all their commits with a GPG key. If any developer does not know how to accomplish this, look here. This prevents malicious actors from impersonating core developers and other people. Another change is that all developers will be required to have at least 1 reviewer before the PR can be merged. Core developers will be barred from directly pushing to the main branch.
