Support updated db OTel semantics v1.28.0

Problem Statement

The latest OTel DB Semantics show db.query.text as the equivalent of db.statement, would love to have a way to use/import updated semantics with this library.

Proposed Solution

otelsql library supports updated OTel semantics, potentially through use of a feature flag to enable

Alternatives

There could either be replacement with feature flag or just duplication of semantics so as not to break existing users.

I think this is blocked by open-telemetry/opentelemetry-go#6236, which has not been released yet.
