Migrating from actions-runner-controller to gha-runner-scale-set-controller

Having a pretty bad experience moving away from the "legacy" project so far.

Using the default helm chart values just don't seem to work for building and pushing containers.

I'm running on EKS and using the dind and buildx just fails:

Also seems like the runner image doesn't have git installed?

ghcr.io/actions/actions-runner seems to be missing at least a few expected utilities. I've opened an issue actions/runner#3080
