RunnerSet Listener in runner's namespace?

I'm trying to understand the rationale for placing Listener pod in controller's namespace.

For multi-tenant cluster, where team A has own namespace, and no access to any other owned by other teams, or centrally managed (like e.g. the one for controller), it would be good to have all in one place. This could simplify debugging, as it also include logs access etc.

What do you think? Would it be logical to allow placing listeners related resources in Runner's namespace?
