runner image similar to ubuntu-latset hosted github runner image

im trying to migrate some workflow from hosted github runners to ARC runners and im having difficult time making my existing workflows work smoothly, a lot of packages are missing and not acting the same as they are in ubuntu latest, i tried working with a custom image but im still having issues around nvm and dotnet because .bashrc is not activated by default and the PATH env is being overwritten by the runner. is there an image that is similar to ubuntu latest that would make it an easier transition?
