can't stop creation of docker and just want the runner

I tried this in my runner yaml manifest:

env:
- name: DOCKER_ENABLED
value: "false"

However, the controller always overrides that value and sets it to true. If I don't want Docker, how do I get the controller not to override the deployment manifest? I want the runner only, no docker. Please advise. Thank you. Have a great rest of your day!
