Customize the global footer

Description

Similar to #1549, I want to expose Homarr on the network and bind it with the domain name, but some regions need to record the website and write the record information at the bottom of the page. If the record information is not written at the bottom of the page, the website will be banned. I hope the administrator can set a global footer (including the login page). Support html fragments or markdown
