After upgrade from 2.6.3 to 2.7.3 and even after upgrade to 2.8.4 the feature Cluster Activity does not appear on resources page:

@dannyeuu @mlaurawanderley @brow1998 could this be a permissions issue where the user doesn't have the can read on Cluster Activity or menu access on Cluster Activity permissions?

In my production environment, my admin role has "menu access on Cluster Activity" and "can read on Cluster Activity" but in my stage environment I do not even have those options for the role. I can see the cluster in prod but not in stage. My guess is one of the DB migrations messed up and did not add the role options for clesters.
