Add ability to set max number of running workflows per workflow template

Is your feature request related to a problem? Please describe.
EKS scaling abilities are not limitless, so it's required to be able to configure a max number of running workflows to force argo event to wait before submitting new ones or to use another argo workflow endpoint for submission

Describe the solution you'd like
Argo events should make calls to argo workflow to get a current number of workflows and compare it with a configurable value in sensor before submitting new workflows

Describe alternatives you've considered
Without this features now it's required to build a custom service to process messages from SQS and to make this evaluation

We at a Zillow use synchronization-wf-level.yaml workflow semaphore to limit concurrency at the WorkflowTemplate level.
