Option to run MOSS per assessment

Currently, MOSS exists under "Manage Course" so it is at course-level. However, it takes quite a few clicks to navigate to, and is inconvenient when just trying to run the checker on a singular assessment. It may be good to have an option in the assessment level to be able to run MOSS for a singular assessment, with the same options / configuration.

Will leave up to design for what options should be included in the UI / where it should be located within the assessment
