adding tags when creating EC2 instances

Describe the feature you'd like
When creating data transfer tasks, the console should allows the customers to specify a custom tag. And the tag should be propagated to the EC2 instances. We have configured some rules that if the instances are launched without certain tags, they will be terminated automatically.
