Overview

Some are called iow-staging-config-us-east-1, others are called iow-boundary-tool-production-config-us-east-1. The buckets should be project scoped, not client scoped, and should all be prefixed with iow-boundary-tool-, not just iow-.

Rename all existing buckets to follow the iow-boundary-tool- prefix.
