Describe the task
seeds the db with new CSV Data, this is how we get data in the DB initially.

Acceptance Criteria

DB has Data
Pipeline Seeds DB with net new Data
pipeline checks if data exists before reseeding

Additional context

Determine how will we handle the Data thats already in the DB in future ticket
