Readme instructions unclear - no Open>Browse option visible

The readme file states:

How to Install+Deploy

2. Navigate to https://make.powerapps.com and select Open>Browse from the left-hand navigation menu.

This option is not available in the sidebar of my PowerApps system. Is it a feature that may or may not be available depending on the organisation setup?
Options visible to me in left sidebar are: Home/Learn/Apps/Create/Data/Flows/AI builder/Solutions.
Through the option 'Apps' there is a button at the top named 'import canvas app' that requires a .zip , but uploads of a zipped version of the 'PowerApp Files' folder fail.
