If the vehicle is restarted, the stream is not reconnected (keeps a black screen)

If there's a problem in the vehicle and MCM needs to restart, and Cockpit is not restarted, the stream will eventually be available on MCM again, but Cockpit will not connected to it. The screen will keep black forever.

Probably related to #700 and #775.

interesting. I just tested this by killing and restarting MCM, and the video did come back after re-negotiating
