Сделать 4 статуса тикета:

#открыто ✅;
#закрыто ❌;
#в_работе ❔;
#администрация ‼️.

В соответствии со статусом тикетом под постом появляются кнопки:

Открыто: закрыть, в работе, администрация;
Закрыто: открыть;
В работе: закрыть, администрация;
Администрация: закрыть, в работе.

#закрыто добавляет в модель тикета <<кем закрыто>> по юзернему в телеграмме.
