Request New Client

When creating a new client while creating a request, the new client should be selected once the workflow returns to creating the request. Furthermore, if the user has started typing in the client name when creating the request, then the entered text should be used for the name fields in the new client form. This behaviour should match the existing behaviour when entering data via a service.
