Twitter profile pop-up "on hover" does not show in Brave on Windows systems

Description

Several users are reporting that the profile card/pop-up that appears when hovering over a twitter user profile is not working in Windows builds of the browser. This issue does not occur on macOS but can be reproduced on Windows 10.

Issue occurs with Shields up and down and occurs whether or not the user is logged into Twitter.

Steps to reproduce

1. Launch Brave on Windows, visit twitter.com
2. Hover over a profile icon with mouse

Actual result

No profile card pop-up appears

Expected result

Profile card should appear during hover
